IDSS is the Managing Contractor for the Timor-Leste Rural Water Supply and Sanitation Program (RWSSP). RWSSP is funded by the Government of Australia through AusAID and provides assistance to the Government of the Democratic Republic of Timor-Leste for the development of rural water supply and environmental health activities in Timor-Leste.

We are seeking expressions of interest in the following positions:

• Community Development Advisor (readvertised)
• Social Training Advisor (readvertised)
• Behaviour Change Specialist
• Gender Advisor

Key requirements for all positions include:

• Relevant experience in a relevant field in a developing country;countries with similar context to East Timor viewed favourably
• Experience working with governments and/or government agencies in development contexts
• Capacity to integrate specialist technical expertise across a wide range of disciplines, particularly those related to the financial aspects of government and community empowerment
• Demonstrated experience of working effectively with a team of international consultants
• Excellent communication skills in a cross-cultural environment
• An advanced degree in the relevant field
• Language skills in Bahasa Indonesian and/or Tetum highly regarded

2. Team Leader - Pacific Programs

Job no.  514875

IDSS is currently positioning itself to bid for several upcoming AusAID Pacific Land Management Programs in East Timor, the Solomon Islands and a Pacific Regional Program and is seeking expressions of interest for the position of Team Leader. The programs will be complex and challenging and will require a mix of skills in the fields of land administration, land use planning, customary land management, urban planning and education and training (in relation to land management, planning and administration).

Essential Key Requirements:

• Extensive experience working as a Team Leader/Director/Chief of Party in a developing country context (minimum of 5 years);
• Proven management experience of complex land projects and programs;
• Proven management experience in managing large, multidisciplinary, multicultural teams;
• Proven ability for strategic project/program planning, financial management, staff management and coordination, reporting, monitoring and evaluation.
• Experience working in the Pacific and a demonstrated understanding of the socio-cultural, political, economic and environmental forces shaping current land issues in the Pacific.
• Experience building partnerships between stakeholders and across a range of sectors.
• Demonstrated experience in capacity building and advisory support for national staff.
• Excellent oral and written communication skills in English and demonstrated ability to engage with stakeholders at all levels.
