PDP course - Introduction to Monitoring & Evaluation (M&E) in International Aid and Development

Who is it for?

The course is suitable for students of International and/or Community Development; program and project staff newly working in international aid and development projects and programs; and volunteers. Some understanding of the implementation of development projects and the project cycle, either through work experience or tertiary studies would be useful, but is not essential.
 

Course Description:

Monitoring and Evaluation should be key elements of any development project from the inception and design phases, during the implementation cycle, and right through to its completion. Responsible development practitioners don’t just ‘do M&E’ to account to donors, but see continuous monitoring and evaluation involving partners and stakeholders, as a means of solving problems, improving program quality, organizational and individual performance, as well as measuring progress towards achieving development impact.
 
This two day introductory course will focus on: definitions of monitoring and evaluation and how they differ and complement each other; tools and strategies useful in the field, including participatory approaches; and development of simple and appropriate systems and processes for data collection, analysis and lessons learned. The course will be participatory and draw on the experience within the group utilizing case studies, small group discussions and other participatory techniques.

Learning outcomes:

By the end of the course participants will be able to:

  • Define monitoring and evaluation and identify the differences between them
  • Understand the current debates between practitioners around M&E theory and approaches
  • Understand the principles of good monitoring and evaluation
  • Develop simple systems for participatory monitoring and evaluation through the project management cycle
  • Understand the variety of tools and methods that can be used for monitoring and evaluation and their application to a variety of contexts (eg: emergency, health, community development, organisational development)
  • Apply the learning from the course to his/her own work/practise environment.

Facilitators' profile:

Michelle Whalen has fifteen years experience working in International Development in a broad range of roles. She has directly supported community and local NGO initiatives as a volunteer in El Salvador, worked in the head office of both an Australian NGO and Managing Contractor managing programs in SE Asia and taken roles as Technical Adviser both through NGO and bilateral aid programs in Timor-Leste. Her core expertise is in training and capacity building especially in the areas of gender, community and organizational development. Her experience in monitoring and evaluation includes project monitoring from head office, managing evaluation processes, designing and conducting impact evaluation, developing M&E frameworks and developing capacity of local staff to integrate M&E into their program implementation cycle.
 
Inga Mepham has worked in the international development sector for the last 15 years. With qualifications in psychology and public health, her experience is mainly in long term rural development, humanitarian and advocacy programs in Indonesia, Timor Leste, Lao & India. She is currently the Manager of the Program Development Unit at Oxfam Australia, where she supports planning, monitoring & evaluation processes across the organisation and the regions. She specialises in community centred approaches and participatory methodologies and is a trainer in social change, gender and participatory practices. She is most passionate about monitoring & evaluation methodologies that verify impact and promote empowerment & ownership and recently developed a PRA evaluation process for measuring the impact and changes in peoples lives at the community level in Lao.
