Developing a Monitoring & Evaluation (M&E) Framework

Who is it for?

This course is suitable for those who wish to develop insight and skills in developing a monitoring and evaluation (M&E) framework for a program or other initiative.  The course assumes that participants have at least an introductory knowledge of M&E and wish to extend this by learning how to develop a plan to guide M&E practice and implementation.

Course Description:

As an integral part of program operation, M&E requires a coherent and well organised plan to guide the identification of program results and effectiveness.  Through development of an M&E Framework, participants will determine which results they wish to assess; plan for their systematic assessment; and determine how to collect and analyse information and use results.  The training will use case studies which will provide a practical focus for the application of knowledge and skills acquired.  Core topic areas covered include:

    • Distinguishing between monitoring and evaluation - using both functions as part of an effective M&E system
    • Determining the roles of stakeholders in a participatory approach to M&E
    • Developing a program logic - determining expected results to guide assessment
    • Considering evaluation domains and determining evaluation questions
    • Developing an M&E matrix
    • Gathering information using a variety of tools
    • Analysing information and reporting
    • Considering the role of learning in M&E
    • Using innovative methods in M&E
    • Capacity building for M&E
