Monitoring & Evaluation in the Aid System

Who is it for?

This course is designed for those who wish to develop insight into trends, issues and approaches to the use of monitoring and evaluation (M&E) in development assistance.

Course Outline:

Increasing focus is being given to M&E in a development context, and the benefits and constraints of different approaches are widely debated.  This course will provide participants with insight into key trends in the use of M&E; opportunities to assess and exchange views; and also consider the approaches of key development organisations in this challenging and changing field.  It is suitable for those who have at least an introductory knowledge of M&E.
    • Discussion of key challenges facing M&E in aid and development such as identifying results from global to community levels; balancing stakeholder interests; addressing competing concerns in uses of M&E including accountability and learning functions; and building capacity for M&E implementation
    • Changes in aid modalities and planning systems - implications for M&E
    • Building capacity for evaluation - approaches, opportunities and constraints
    • Focus on specific debates including:
      • M&E and the Millennium Development Goals
      • Role of impact assessment
      • What makes good evidence - quantitative and qualitative approaches
      • Donor interests and independence in M&E
      • Internal vs. external evaluation
      • Civil society interests and M&E
      • Assessment of advocacy
